Ensure the Floating License Database Type is set to XML and enter "\\msb-flexnetMS-SQLand enter "Data Source=msbsqlc.austin.utexas.edu\SimioLicense\SimioFloating.XML;Initial Catalog=qlmFloating" as the Floating License Location, then click Register. You should see a message telling you if you successfully registered your computer or not.
