This software allows you to access the "restricted.utexas.edu", wireless network which forces network encryption, instead of the open "guest.utexas.edu" network, which does not require encryption. Encrypting wireless traffic is not required for any particular course, but it is a recommended by the Information Security Office. University Employee's are required to use wireless encryption. For students it is optional.
