Open Adobe Media Encoder and click ADD>Navigate to the file you want to encode and select it |

Click on the "Format" pulldown and select the FLV/F4V setting |
|
Then click on Settings |
|
On the Preset select HDTV 1080p24 High Quality |
|
Click on the Video Tab and on the Frame Rate change it to 23.976 |
|
Here are the Export settings that I used |
|
Then click on "Output File" and select a place to put the encoded file |

Then click Start Queue |
